There is confusion surrounding how Vehicle Excise Duty (VED) is to be administered, according to one used car valuations expert.
Martin Keighley from HPI has said the effect of changes to the system on second-hand car values and buyers of higher emission vehicles is yet to be seen.
These comments follow the chancellor's pre-Budget report earlier this week, when it was announced VED on used cars registered between 2001 and 2006 was to be reduced and postponed.
HPI claimed the reduction in VAT which was also announced had buoyed the motor industry, as it would help increase the spending power of people looking to buy a variety of vehicles, such as used BMWs and used VWs.
But Paul Brown, tax director for Trevor Jones, said the positive impact may be limited.
